The Demise of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: hopeful statements are released from various governments. Significant resources is expended on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from across the border, a capacity afforded by timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every deployment shakes the surroundings, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: possibly the incoming missile won't cause damage this time, preventing destruction from devastation and another blackout.

Continuous Dangers

Not long after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a defensive team – most likely Western-made equipment. Sadly, the bullets missed the hostile drone – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and utility failures in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are evidently unprepared to substitute in the short term.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This trend will, undoubtedly, endure.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unfeasible to compel Moscow to surrender the land that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not shift further in its benefit in the near future.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but avoiding a entire defensive failure until circumstances change in its advantage.

Existing Situation

Factually, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
